The International Standard Classification of Education was created by UNESCO as a statistical basis for comparing educational systems. In 1997, it defined 7 levels of education and 25 fields, although the fields were later separated to form a different project. The current ISCED 2011 version has 9 instead of 7 levels, created by dividing the tertiary predoctoral level into three levels. It also extended the lower tier to cover a new subcategory of early childhood educational development programs, targeting children under the age of 3.

Primary (or primary) education consists of the first four to seven years of formal and structured education. In most contemporary education systems in the world, secondary education comprises formal education that occurs during adolescence. In the United States, Canada, and Australia, primary and secondary education together is sometimes called K-12 education, and in New Zealand year 1–13 is used. The purpose of secondary education may be to give common knowledge, prepare for higher education, or train directly in a profession.

Secondary education in the United States did not emerge until 1910, with the rise of large corporations and the advancement of technology in factories, requiring skilled workers. To meet this new job demand, high schools were created, with a curriculum focused on practical job skills that would better prepare students for white collar or skilled work. It covers the period from universal compulsory primary education, generally to optional selective, 'post-secondary' or 'higher' tertiary education in ISCED 5 and 6 (eg university), and vocational education or vocational school ISCED 4 .

Depending on the system, schools for this period, or a part of it, may be called secondary or secondary schools, gyms, high schools, middle schools, universities, or vocational schools. The exact meaning of any of these terms varies from system to system. The exact boundary between primary and secondary education also varies from country to country and even within them, but it is generally from the seventh to the tenth grade of schools.

Programs at ISCED level 2, lower secondary education, are generally organized around a more subject-oriented curriculum; that differ from primary education. Programs at ISCED level 3, or upper secondary education, are generally designed to complete the secondary education process. They lead to skills relevant to employment and the skill necessary to participate in tertiary courses.They are more differentiated, with a variety of options and learning flows.

Community colleges offer another option in this transitional stage of education. They provide nonresidential college courses for youth living in a particular area.
